Franklin Patrick Herbert Jr. was born on October 8, 1920, at St. Joseph Hospital in Tacoma, Washington. His father, Frank Patrick Herbert Sr., held various jobs including bus line operator, electrical equipment salesman, and motorcycle patrolman. His mother, Eileen Marie McCarthy, originated from a large Irish family in Wisconsin. The paternal grandparents had migrated westward in 1905 to Kitsap County, joining the utopian Burley Colony and operating a general store there.

Herbert's early childhood occurred amid economic hardship during the Great Depression , contributing to family instability. His parents were binge alcoholics, creating an unstable home environment that required Herbert to assume caregiving responsibilities for his younger sister, Patty Lou, born in 1933.
